These balloons ship flat, with a box of gorgeous hand crafted tassels.  You’ll simply need to take the balloon to your local party store to have it filled with helium, then you’ll tie the strand of balloon tassels to the bottom of the balloon.  Instantly you’ll have party flair! My local party store charged me about five dollars to fill up this 36 inch balloon.  I have heard others say some stores charge more.
